And a report from journalist Ben Jacobs has now lifted the lid on Ratcliffe’s long-term plans, scheduled to be enacted over the next five windows.
The report reveals the INEOS chief intends to build a best-in-class recruitment team and is set to inject £237m.
United can’t go on a major spending spree this summer due to both UEFA’s Financial Fair Play and the Premier League’s Profit & Sustainability rules.
There may be some flexibility if Champions League qualification is secured this season, or around £100m is brought in via outgoings.

Crystal Palace’s Michael Olise is the only currently-approved summer target, with the winger open to the move.
Olise has scored six goals in 11 games this season, and has drawn interest from Juventus and Chelsea.
Ratcliffe also wants to keep Marcus Rashford, despite interest from PSG, who are set to lose Kylian Mbappe to Real Madrid in the summer.
Indeed, a fully committed Rashford, the one who smacked 32 goals last season, would be central to Ratcliffe’s vision.

With just five goals this season, the Englishman has gone from being United’s star player to essentially having to fight for place in the team.
The Red Devils – who currently sit sixth in the Premier League – also want a striker and a centre-back.
Sir Dave Brailsford is continuing his strategic review, which started last year and will continue into the first 6-8 weeks post completion.
Brailsford, Ratcliffe and Jean-Claude Blanc may also have to consider a shorter-term leadership team whilst the club wait for Dan Ashworth to start.
Three ways Michael Olise can transform Man Utd’s misfiring attack and why Ineos are already showing transfer savvy
Sporting director Ashworth was place on gardening leave by Newcastle after he informed the Toon he wants to leave for Old Trafford.
Ashworth pointed out at interview the average age of the squad must be brought down by 1.5 years.

Ange Postecoglou is on the hunt for a midfielder with Spurs looking at another season without silverware.
The Aussie wants an all-action star, an imposing presence in the middle but who could also alternate with James Maddison in a more advanced position if required.
Gallagher fits that profile, and Chelsea have previously indicated they are willing to do a deal for the right price.
And transfer expert Dean Jones has spelled out how keen Spurs are on Chelsea’s homegrown star.

He said: “Tottenham are absolutely convinced that he’s the kind of dream No8 that they’re after.
“So from a playing style, and personality on the pitch, Conor Gallagher really does fit the ethos of where they want to take this team.
“I’d say things that go against it at the moment are the fact that Conor Gallagher is Chelsea through and through.
“And that does sometimes play into whether a player would be willing to join a certain team.

“I’m not ruling out that he would join Tottenham, but it’s something to consider.”

Alexander-Arnold warned NOT to sign new Liverpool contract by former Reds star as he could ‘end up suffering’

FORMER England goalkeeper David James has urged Trent Alexander-Arnold to wait before committing his long-term future to Liverpool.Reds boss Jurgen Klopp shocked the football world last month when he announced that he will be leaving Anfield at the end of the season.

Liverpool are yet to announce the 56-year-old’s replacement, but Xabi Alonso is understood to be a top target.
Klopp took the helm at Anfield in 2015 and has since introduced several academy stars to the first team, including Alexander-Arnold.
The 25-year-old has been a pivotal player for Liverpool since making his debut in 2016, scoring 18 goals and providing 82 assists in 302 senior appearances.
Alexander-Arnold is yet to play for a different manager at club level, so ex-goalkeeper James has warned that he might struggle when Klopp leaves.

Speaking to GGRecon, the former England star said: “I love Trent. When you look at his career, he came from nowhere to playing in European Cup finals whilst increasing his level of performance.
“He then went through a period of being criticised by the media but has come through that and has been back to his best this season and is arguably the first name on Liverpool’s teamsheet.
“So I think it’s very important that he does stay because he’s gone through the tough times and hopefully he wants to be part of a very successful time again for Liverpool.
“For Trent at the moment, he can’t commit to anything long-term because he’s unaware of which manager is going to come to Anfield to replace Jürgen Klopp.

“People may say if you love the club then it doesn’t matter who’s there, but if you’re as footballing intelligent as Trent is, then you will be aware that some managers who are being linked with the job at the moment get their teams to play in a certain way that doesn’t suit him and therefore he could end up suffering if he signs a contract now.
“The sooner that Liverpool finds a replacement for Jürgen Klopp, then the sooner that these contract issues with Trent and Mo Salah can be dealt with.”

He was there for the start of the Roman Abramovich era.
And Pidgeley checked out his Chelsea career with victory in the Carabao Cup, then known as the League Cup, as well as the Premier League title.
The stopper, who ended up playing just twice for Chelsea, eventually moved to London rivals Millwall in 2006.
But it was during this time he began experiencing panic attacks.

Pidgeley, who was 23 years old at the time, recalls keeping himself in his bedroom during a turbulent period.
He even considered suicide after struggling to cope.
And when he was selected for a fiery Millwall game away at Leeds, he ended up locking himself in a toilet while battling anxiety.
Pidgeley bravely told The Telegraph: “It had started during the summer, in the off-season. I started getting anxiety attacks and I’d be in bed, door locked under the covers with all the curtains closed.

“Millwall had sent me to the Priory and I hadn’t played for months. I’d just got back training a little bit and the goalkeeper who was on loan couldn’t play.
“I had been feeling a little bit better and the next thing I knew I was playing at Elland Road, first game back. I was in the toilet 10 minutes before kick-off having a panic attack.
I played with Lampard and Mata at Chelsea but flop who made just six appearances was most talented, says Eden Hazard
“I was dripping with sweat, vomiting, my heart was pumping out of my chest and I was trying to convince myself that my hamstring was going to go.
“I thought about it so much that I could feel my hamstring actually tightening up. Then I was running out there, standing in front of 30,000 people.
“Three weeks earlier I was thinking about killing myself and now they’re calling me a w****r, and whatever, and I’m just thinking ‘oh my God, if you knew what was going on in my head.’
“I got through the game, but I couldn’t tell you what happened or what the result was. I probably blanked it out because I don’t want to remember anything about it.
“Even talking about it brings it all back, look I’m getting hot now, rubbing my head, my mouth’s gone a bit dry.
“The panic attacks were uncontrollable to the point where I wanted to jump off a balcony. I was in a real, real bad way.
“I was embarrassed, I didn’t want anyone to know. I felt weak, vulnerable, like my career was over.”
You’re not aloneEVERY 90 minutes in the UK a life is lost to suicide
It doesn’t discriminate, touching the lives of people in every corner of society – from the homeless and unemployed to builders and doctors, reality stars and footballers.
It’s the biggest killer of people under the age of 35, more deadly than cancer and car crashes.
And men are three times more likely to take their own life than women.
Yet it’s rarely spoken of, a taboo that threatens to continue its deadly rampage unless we all stop and take notice, now.
That is why The Sun launched the You’re Not Alone campaign.
The aim is that by sharing practical advice, raising awareness and breaking down the barriers people face when talking about their mental health, we can all do our bit to help save lives.
Let’s all vow to ask for help when we need it, and listen out for others… You’re Not Alone.
If you, or anyone you know, needs help dealing with mental health problems, the following organisations provide support:

Pidgeley ended up playing 55 times for Millwall before taking in spells at Carlisle, Woking, Bradford and Exeter.
He then played for Newport County, Masnfield Town, Leatherhead and Forest Green Rovers.
And Pidgeley’s final days in football came at Hastings United, Margate and Farnborough.
The former England U20 goalie called time on his career in 2018.
But his anxiety attacks still hadn’t gone away.
Pidgeley added: “I was part-time by then and I hadn’t been at work because I wasn’t feeling well. On the morning of the game I was having anxiety and panic attacks.
“I called the manager and said I couldn’t play, but he said ‘you have to’. They didn’t have a goalkeeper.

“I told him I was quitting football, that I had depression and it wasn’t good for my mental health. Straight away after the game, they just put it out there that I’d retired because of depression.

The ex-England right back would be keen to give time to a project that will benefit the area and that near the Manchester ship canal.
However, it is believed he would reject the role if it conflicts with his punditry duties on Sky Sports.
Neville has been outspoken against the Glazers, the club’s majority owners, previously accusing them of a dereliction of their duty to invest in the broken stadium.
Ratcliffe’s big money deal was passed by the Premier League last week and also received FA approval.

The Manchester United Supporters Trust has praised Ratcliffe and his INEOS group for their “impressive start” to life at the club, crediting them for “moving fast on recruitment and on fan engagement”.
Already he has been looking at plans to build a brand new “Wembley of the North” to replace Old Trafford and make changes at the Carrington training ground.
He is now negotiating to release Dan Ashworth from his contract at Newcastle United to become United’s new sporting director.

ROY KEANE, somewhat predictably, is not particularly enthusiastic about Valentine’s Day.When it comes to being football’s Mr Angry, the Man Utd icon has given his best audition again.
Roy Keane gave a blunt response to his thoughts about Valentine’s Day
Love or hate Valentine’s Day, you can’t escape it! Well unless you happen to be Keane.
On the recent Stick to Football podcast brought to you by Sky Bet, Jill Scott decided to give her fellow panellists a belated Valentine’s cake.
While Keane was first to dig into the sweet treat from the ex-Lioness he bluntly expressed his disinterest in the holiday of love.
Scott asked: “Are you into Valentine’s Day?”

Keane was quick to reply and said: “No. It’s overrated.”
The Irish icon has been married to his beloved Theresa Doyle since 1997.
But his dry sense of humour has had fans creasing up in the past after he jokingly said he “never” speaks to his wife for more than five minutes.
This was in response to him saying he never gives opposition players more than five minutes of his time after a game.
