Lemar chipped in with zero goals and assists in 29 games in all competitions last campaign, prompting Atletico to put him up for sale.
But according to Goal, the French World Cup winner – who has two admirers in the Premier League – is only wanted on loan.
They state that Atletico want to cash in on the winger, but no clubs are prepared to spend big on the player.
Lemar moved to the Spanish side in a £62m deal two years ago, but he has failed to live up to his hefty price tag.
Should he be allowed to leave on loan, it is understood that Atletico will want an obligation to buy clause inserted in the deal.
Arsenal had been linked with a move for Lemar earlier this summer, but it is unlikely he will be playing his football in North London.
Meanwhile it is believed that Lemar himself rejected an approach from Porto as he longs to play in England.

It has been stated that both Wolves and Everton are interested in securing his services.
And Lemar was reportedly the subject of approaches from both Chelsea and London rivals Tottenham at the start of 2020.
Manchester United have also been linked with Lemar, with the Red Devils said to have met with his representatives in March.
