French giants Monaco were preparing to make a £17million offer but are pulling out after failing to qualify for the Champions League.
The Foxes would prefer to sell Soumare, 23, but could now accept a loan with a view to buy deal at the death.
SunSport exclusively revealed last week how Soumare is on Palace’s radar.
Boss Patrick Vieira is a huge admirer of the player, who has struggled since signing from Lille for £17m last year.

Soumare made 19 Premier League appearances in his first season at Leicester but failed to find the back of the net.
He has featured just once in the top-flight this campaign where he started in Saturday’s 2-1 defeat against Chelsea at Stamford Bridge.
Fellow Palace target Gallagher also started in the game, but he was sent off for two yellow cards in the 28th minute.
The Eagles may instead move for Lyon midfielder Houssem Aouar ahead of Soumare.

The Ligue 1 club want £20m but Palace might get Aouar cheaper in the next few days.
Nottingham Forest have also been linked with a move for the 24-year-old before the transfer window slams shut on September 1.
Reports have stated that the former Arsenal target has even agreed personal terms with the newly-promoted side.
Aouar hasn’t been involved in the last two matches for Lyon since coming off the bench in the 2-1 win against AC Ajaccio in the opening game of the season. More

Chelsea boss Thomas Tuchel snubbed Cristiano Ronaldo transfer after ‘being advised by ex-Man Utd boss Ralf Rangnick’

But while SunSport exclusively revealed that new Blues owner Todd Boehly was eager to bring CR7 to Stamford Bridge, Tuchel himself was not so keen on the idea.
He was advised by good friend Rangnick not to pursue a deal for the Portuguese ace, according to the Sunday Times.
Rangnick knows Ronaldo well, having managed the forward during his six-month spell as interim boss at Old Trafford.
And despite the wantaway star being United’s top scorer last season, netting 24 goals in all competitions, the now Austria boss told Tuchel not to sign him.

Earlier this summer The Athletic claimed United had discussed the potential of selling Ronaldo in January – a month after Rangnick’s arrival.
The German repeatedly told club chiefs in the winter that Ronaldo should be sold and replaced.
Rangnick also said Ronaldo was not suited to the pressing style he attempted to implement during his miserable tenure in charge.
Speaking after guiding the Red Devils to their lowest ever Premier League points tally, Rangnick said: “Cristiano Ronaldo, and I’m not blaming him at all, he did great in those games.

“But he’s not a pressing monster. He’s not a player, even when he was a young player, who was crying, shouting ‘hooray, the other team has got the ball, where can we win balls?’
“The same with quite a few other players so we had to make some compromises at one stage, maybe we made a few too many – that’s also possible.”
And it has now reportedly come to light that Rangnick told his old pal Tuchel that bringing Ronaldo to Chelsea was a bad idea.
That’s despite reports earlier this month frim Sky claiming the Blues were still potentially interested in a move for the five-time Ballon d’Or winner.
As well as Chelsea, the superstar forward has been linked with the likes of Bayern Munich and Napoli, as well as an emotional return to Sporting Lisbon, having told United he wanted out.
But with just five days left of the transfer window, time is running out for Ronaldo to secure a move away. More

Scholes told BT Sport before United’s 1-0 win at Southampton: “You expect him to want to leave Ajax to come to Manchester United, of course you would.
“The manager has done it, a couple of players have done it. I think you have to ignore the money these days, I just think the money is ridiculous for every single player.
“He looks talented and we can all sit here and say it’s probably a little bit too much for him but as I say I just think is crazy these days.
“I feel a bit for the lad because he obviously wants to come for Manchester United one of the biggest clubs in the world.
“He’s at a good club in Ajax don’t get me wrong but this is where, this a real club, this is a proper football club where he’ll be seen around the world.
“He’s got great skills and it’s a player that the manager likes, he’s had him. I do feel a little bit sorry for the player but we’ll see what happens.

“The one thing I would say is is he good enough? He’s not scored that many goals in the Dutch league or made that many assists.
“It’s not a lot in the Dutch league, it’ll be a lot harder over here. The Dutch league is much easier tan over here. We’ve seen that and he’ll be tested over here if he comes.” More
