They had an initial £43m bid rejected by Milan for the defensive midfielder.
But Newcastle and Tonali already agreed a six-year package with worth £8m-a-year and looked to negotiate a fee with Milan.
Now according to Fabrizio Romano, an agreement of £60m fee with add-ons has been struck.
It would make Tonali the most expensive Italian player in history.

He originally joined Milan on loan from Brescia three years ago before the move was made permanent in 2021.
Tonali made 48 appearances for Stefano Pioli’s side this season, scoring two goals and adding ten assists.
The plater won the Serie A with Milan in 2022 before reaching the Champions League semi-finals this season.

Tonali shined from set-pieces all night, and it was his pinpoint curling free-kick that found the head of Pietro Pellegri to finish and make it 1-1.
France would eventually run out 2-1 winners but the Toon Army could not contain their excitement over the incoming ace.
Elsewhere, Newcastle want to bolster their squad with a new winger, centre-back and full-back.

James Maddison and Marc Cucurella have both been linked with moves to St James’ Park for those areas.
Newcastle will kick start the new season with a clash against Unai Emery’s Aston Villa.
Tonali would become Newcastle’s second signing of the summer, having brought in 18-year-old Yankuba Minteh earlier in the window.

But the Saudi Pro League transfer window does not close until September 20.
And that means the door will remain open for big-money deals to get done and high-profile players to accept mammoth wages in the Middle East.
N’Golo Kante has already joined Al-Ittihad on a free transfer from Chelsea with his deal worth a staggering £86million.
His former Blues team-mates Hakim Ziyech, Kalidou Koulibaly and Edouard Mendy all look set to follow suit.

Wolves skipper Ruben Neves is closing in on a staggering £47m switch to Al-Hilal.
Bernardo Silva, Yerry Mina, Callum Hudson-Odoi and now even Liverpool hero Mo Salah have all been linked with transfers, too.
Should they make the switches, they would join Cristiano Ronaldo and Karim Benzema who are already with Al-Nassr and Al-Ittihad respectively.
And with Saudi representatives staying in a posh London hotel, they will be hoping to get more deals over the line.

To make matters worse, sweating Premier League managers could be defenceless to prevent some of their star players leaving more than a month into the new campaign.
Fans and pundits alike have fumed over the Saudi spending and claim it is “ruining” football.
Gary Neville and Jamie Carragher went public with their views slamming the Saudi Pro League – which is backed by the Public Investment Fund that owns Newcastle and is a major investor in Chelsea owners Clearlake Capital.
Rival clubs accused Chelsea of using a “get out of Financial Fair Play jail free card” and called for a probe.
Todd Boehly’s £600million-plus spending in the transfer market in the 2022-23 season left the Blues staring down the barrel of major FFP breaches.
It has led to the club needing to make significant sales before June 30 to help balance the books and trim down the massive squad.
Meanwhile, reports suggest the Premier League wrote to the Stamford Bridge club for confirmation there are no Saudi Arabian links to the ownership.

Kai Havertz, who often led the line last season, looks set to join Arsenal.
And Chelsea are keen to offload Romelu Lukaku. The Belgian, 30, scored 15 goals in 59 appearances during his first season back at the Bridge after a brilliant spell in Serie A with Inter Milan.
He was then loaned back out to Inter where he netted 14 times last season.

Despite the Blues enduring their worst season in Premier League history, Zakaria managed to distinguish himself as a more than capable midfield force when he played.
This being said, he was only afforded 11 appearances under the three different bosses who managed Chelsea across the season.
Regardless, West Ham are now said to be lining up a move for the 26-year-old.

Man Utd Treble winner tells Declan Rice to SNUB his old club and make Man City transfer instead

A MANCHESTER United Treble winner has urged Declan Rice to snub his old club in favour of a move to rivals Manchester City.Rice, 24, finds himself in the middle of a three-way transfer tug of war between United, City and Arsenal.

David Ornstein reported that City will submit an offer today amid “serious interest” in the England international.
Arsenal looked to be in the driving seat in the race for Rice but after having two bids rejected by West Ham they have left the door open for other clubs.
United had been put on alert by the rejected bids as they are long-time admirers of Rice, but are operating under financial constraints until the status of their takeover is clearer.
And former United forward Dwight Yorke has said that if each of the three interested clubs make an offer, the choice for Rice should be straightforward.
    READ MORE ON MAN UTD
Speaking to Lord Ping, Yorke said: “If it was me and Manchester City were interested, then they would be the first choice because of how they play and the trophies they win.
“I wouldn’t rule Manchester United out because they’re on an upwards trajectory and want to get better.
“I wouldn’t go to Chelsea at the moment because of the disgruntled team.
“Arsenal would be a good choice if I wanted to stay in London, but Manchester City would be my first choice and Manchester United second.”

Arsenal had been the clear front-runners for Rice’s signature, with the midfielder being the club’s top priority and Rice keen on the move.
But City’s late interest has thrown a curve-ball into things, and it is believed they will be in a favourable position to land the midfielder given West Ham’s established interest in Kalvin Phillips.
The Hammers see Phillips as one of their top-targets to replace the departing Rice and a player plus cash deal could suit all parties.
Arsenal have had a busy start to the transfer window as they look to be on the verge of signing Ajax’s Jurrien Timber, 22, and Chelsea’s Kai Havertz, 24.
However missing out on Rice would be a significant blow, particularly after missing out on fellow top target Moises Caicedo, 21 – who looks to be Chelsea bound. More
