The 24-year-old midfielder has been Arteta’s top transfer target since January.
West Ham have already announced that he will be leaving the club this summer and Sun Sport exclusively revealed earlier this month how officials will demand more than the £106m British record Chelsea paid for Enzo Fernandez.
The Gunners have now had two bids rejected with the deal threatening to drag out.

Manchester City are also understood to be interested, but they are yet to bid due to the midfielder’s desire to join Arsenal.

Arsenal are also pushing to sign Havertz from Chelsea.
The Gunners reportedly had their opening bid rejected by the Blues last week, but they returned with an improved offer of £60m on Tuesday.
Havertz is understood to be keen on the prospect of a move to Arsenal, with personal terms already agreed.
Arteta believes Havertz will be able to play in any position along Arsenal’s front three, as well as in midfield.

The Gunners are reportedly leading Premier League rivals Newcastle and Manchester United in the race to sign Diaby, who recently emerged as a target.
Bayer Leverkusen want around £65m for the winger, but Arsenal could attempt to negotiate a cheaper deal, with Granit Xhaka already set to join the Bundesliga side this summer.
Diaby has scored 14 goals in 48 appearances for the German side across all competitions last season and AI think he could be bringing his talents to the Gunners next term.

Fresh from winning the Treble with Man City, Gundogan will become a free agent when his contract expires at the end of this month.
He has been linked with a move to both Arsenal and Barcelona, but the Gunners could have the edge in a transfer race thanks to Arteta’s links to City.
The 32-year-old is set to make a decision on his future this week.
    Mason Mount

The midfielder emerged as one of Arsenal’s summer transfer targets last month, but the Gunners are yet to bid for him.
Mount has been heavily linked with a move to Manchester United in recent weeks.
The Red Devils attempted to strike a deal with Chelsea earlier this month by proposing a £40m offer, but the Blues rejected it and demanded £70.
If Man Utd fail to complete a deal for Mount, Arsenal could swoop in. Although the AI, powered by Perlexity, said it was “important to note that these are just rumours and reports”.
    Dominic Calvert-Lewin

Arsenal expressed an interest in signing Calvert-Lewin earlier this year, but no offer has been made.

Arteta is keen to sign a new striker this summer to play back-up to Gabriel Jesus and Eddie Nketiah, with Folarin Balogun expected to leave.

Chelsea accused of using ‘get out of FFP jail free card’ as rivals ‘call for inquiry over Saudi transfer spending’

CHELSEA have been accused of using a “get out of Financial Fair Play jail free card”.And rivals are reportedly calling for an investigation into the Saudi Arabia transfer spending.
Todd Boehly has spent huge money on transfers since buying Chelsea last yearCredit: Reuters
Todd Boehly’s £600million-plus spending in the transfer market in the 2022-23 season left the Blues staring down the barrel of major FFP breaches.
It has led to the club needing to make significant sales before June 30 to help balance the books and trim down the massive squad.
And news of the Saudi Pro League trying to sign as many as SIX deadwood players for a combined £100m has led to a furious reaction from other clubs – especially as news emerged that the Saudi state’s Public Investment Fund had invested billions of pounds into Clearlake Capital, the majority owners of Chelsea.
Wolves are also being targetted by the angry rivals after selling captain Ruben Neves to Saudi side Al-Hilal for £47m.
    READ MORE CHELSEA NEWS
According to The Telegraph, teams want a fair market inquiry into the transfer dealings and the mega Saudi spending, especially with Saudi representatives said to be in a posh London hotel this week to thrash out more transfers.
The report adds that the Premier League handbook already has a Fair Value Assessment Protocol that must be followed by clubs to try and ensure fair and accurate prices for player sales.
However, one leading European club told the newspaper “live investigations” by Uefa are needed immediately to help tackle the potential issues and any future deals.
Pierre-Emerick Aubameyang, Kalidou Koulibaly, Hakim Ziyech and Edouard Mendy are all surplus to requirements at Stamford Bridge and it appears the Saudi route could be the best way to get rid of them for inflated fees.

N’Golo Kante is also expected to move to the Middle East on a deal worth £1.7m per week – although that would be a free transfer with his Chelsea contract expiring.
Romelu Lukaku, though, is reluctant to make the move despite the Blues wanting to sell their £97.5m striker.
Even so, the seeming ability to offload unwanted players for big transfer fees – Al-Hilal look set to pay £25m for Koulibaly – could prove a controversial loophole, understandably leaving other clubs desperate for action.
Karim Benzema has already completed his shock free transfer to Al-Ittihad after 14 years with Real Madrid.
It comes six months after Cristiano Ronaldo stunned the football world by accepting a whopping £173m-a-year contract to join Al-Nassr.
Ronaldo said after the Benzema deal was sealed: “I knew that me going to Saudi Arabia would open a box and I wasn’t wrong.
“I’m sure in a couple of years or three, this league is going to be one of the most important leagues in the world.
“Karim left already and I am 1000 per cent sure that many more players will.”

Ex-Man Utd star explains why club should NOT sign Mbappe as he warns Ten Hag may regret missing out on Kane transfer

United have been strongly linked with both forwards this summer, with their futures at Paris Saint-Germain and Tottenham Hotspur uncertain.
However, it is unclear who will end up joining Erik ten Hag’s side before the transfer window closes.
Saha has given his verdict on Mbappe and Kane, though, telling Compare.bet that he believes the Frenchman would not be the right fit.
He explained: “Both Neymar and Mbappe have a similar profile – they are superstars that come with a lot of distractions and situations the manager has to cope with.

“They come with big entourages and lots of press following them and they require lots of management.
“This isn’t the best fit for Ten Hag’s Manchester United. It’s about strong discipline, consistency and putting the team first.
“Neymar and Mbappe are two of the most talented players in the world, but a move to United would require them to adapt and follow the team’s rules, rather than for those superstars to impose their own style.”
PSG are thought to be open to selling Mbappe this summer, who has confirmed he will not be extending his deal beyond next year.

United are one of a number of clubs to have since been linked and could table a potential swap deal once their takeover is completed.
As for Kane, Saha has warned Ten Hag that he will regret not signing England’s record goalscorer.
He added: “Any player other than Harry Kane is going to be a gamble, and I think United will regret it if they don’t go in for Kane.
“Look, if you can find another Haaland — someone who can come in and score 50 goals in their first season — then go for it, but I doubt they’ll find someone like that.

“Kane is the only player who won’t need time to adapt and will be ready to perform and score goals immediately.”
United had been lauded as Kane’s only choice if he was to leave Spurs this summer, but the club’s interest is thought to have cooled.
Fearing Spurs will not sell to a Premier League rival, the Red Devils are instead pushing to sign Atalanta’s Rasmus Hojlund ahead of next season. More

The likes of Anthony Elanga, Donny van de Beek, Brandon Williams, Alex Telles and Harry Maguire have all been transfer listed, along with out-of-favour defender Bailly.
And according to Spanish outlet Mundo Deportivo, the 29-year-old Ivory Coast international could be sold for just £2m.

That means the Red Devils will accept a £28m loss in order to sell him this summer.

Real Betis are understood to be interested in signing him as a replacement for Victor Ruiz, who will leave the Benito Villamarin Stadium when his contract expires at the end of this month.
The club’s new sporting director, Ramon Planes, is a known admirer of the defender and has been monitoring his career since he graduated from Espanyol’s academy.
Bailly spent this season on loan at Marseille, but he was limited to just 23 appearances across all competitions.
The Ligue 1 side had no intention of triggering his £6m option to buy, so the Red Devils have put the defender on the market for even less.

Havertz is close to joining Arsenal from London rivals Chelsea in what would be the club’s first signing of the summer.
According to reports, a £65million deal is on the verge of being finalised, with personal terms agreed over a five-year deal for the German.
However, his poor form for Chelsea last season has Arsenal supporters concerned about the signing, including TalkTV host and Sun columnist Morgan.
Responding to an update on the deal, he tweeted: “Am I the only Arsenal fan underwhelmed by this news?
    READ MORE ARSENAL NEWS
“Why does Arteta think under-performing Chelsea stars are the missing link to our Title chances?”
Havertz scored just nine goals for the Blues last season as he was deployed as a centre forward by all four of the club’s managers.
Despite that low return, though, he did end the campaign as Chelsea’s leading scorer in both the league and across all competitions.
That does not appear to be enough to convince Arsenal fans, with others agreeing with Morgan’s assessment of Havertz’s arrival.

One supporter, who also referenced the expected departure of Granit Xhaka, wrote: “He’s making the classic Wenger mistake of signing a tricky attacking midfielder when we need CDM enforcers.
“They should not be selling Granit either – He’s had an incredible season.”
Another also commented: “You are not the only one. Another Chelsea cast-off? They never seem to work out at Arsenal.
“Perhaps Arteta believes he can inspire Havertz to greater things at Arsenal.” More

Chelsea ‘frustrated as Aubameyang drags heels over Saudi Arabia transfer with Blues desperate to complete sale’

CHELSEA have been left frustrated in their attempts to shift Pierre-Emerick Aubameyang to Saudi Arabia this month.Aubameyang, 34, is one of several players that Chelsea are trying to shift to the Saudi league alongside Kalidou Koulibaly, Edouard Mendy and Hakim Ziyech.
Pierre-Emerick Aubameyang has endured a miserable spell at ChelseaCredit: Reuters
The Daily Mail reports that Chelsea have received a £6million bid from an unnamed Saudi side and are keen to get the former Arsenal man off their wage bill.
The club feel that in the current transfer climate it is unlikely that they will receive an improved bid for the player who has one year left on his current deal.
But it is understood that Aubameyang wants to leave on his own terms rather than having his next club decided for him by a Chelsea board desperate to shift players.
The forward is “dragging his heels on any move” in favour of a return to Barcelona where he enjoyed a successful spell before signing for Chelsea.
    READ MORE CHELSEA NEWS
The Catalan club were forced to sell the forward to Chelsea because of their financial issues last summer but his signature is not seen as a priority for them this window.
Aubameyang is also attracting interest from the MLS and his camp are more open to a move there than to a Saudi club.
It is understood that the striker’s representatives would favour a free transfer for the Gabon international in order to widen his options.
With a year left on his £160,000-a-week contract this would involve either running down the final year of his contract or Chelsea allowing the striker to leave by mutual consent.

The winger amassed 13 goals and three assists in 40 appearances across all competitions.
That has led to a raft of interest from Premier League clubs, such as Spurs and West Ham, who are keen to bring the England international back to the top flight.
According to the Daily Mail, Arsenal are also looking to make a move for the 25-year-old.
This comes after the Gunners’ rivals Tottenham had a £50million bid rejected by Leicester for both Barnes and his team-mate James Maddison.

Spurs’ new manager Ange Postecoglou seems more interested in Maddison.
That could clear the way for Mikel Arteta’s side to pounce for Barnes in the summer.
However, a deal could take a while to complete with the Foxes yet to decide on a fixed release clause.
Much will depend on Leicester’s new manager Enzo Maresca, who is facing the heavy task of swiftly returning the club to the Premier League.
