Ministers are expected to act after figures revealed fans arrested for disorder rose by 50 per cent in the first half of the season.
Cocaine was blamed by football authorities for the shameful scenes at Wembley’s Euros final between England and Italy last July.
There have since been more than 800 arrests in league grounds for missile throwing, pitch incursion and hate crimes, plus 100 for drugs.
Fans have been seen snorting cocaine in their seats and cops fear it will overtake alcohol as a cause of match violence.

So this is a chance, not just to win another leg of the Quadruple but to right one of his few wrongs.
For Chelsea, the exit of Roman Abramovich has engulfed their season in sanctions and uncertainty.
Can the Todd Boehly era possibly be anything like as trophy-laden as the reign of his Russian predecessor – especially with Liverpool and Manchester City so dominant and Newcastle so wealthy?
