But according to Tuttomercatoweb, a loan deal is in the works with Milan and Chelsea in negotiations over the player.
They state that the former FC Twente man is desperate to join the Serie A champions.
The only concern is his £5million-a-year salary, with it said Chelsea will have to pay part of his wages or the player will have to agree to a pay cut.
Chelsea are hoping Milan agree to a loan with an option to buy as they look to recoup the £33million they forked out on him in 2020.

Should Ziyech make the move to Milan, he would be joined by ex-Chelsea team-mate Romelu Lukaku after he joined the Rossoneri’s city rivals Inter on loan.
Lukaku was mobbed by fans as he completed his medical on Wednesday.
