It is widely believed in his homeland that Inter were lining up a move for the stopper should Chelsea target Andre Onana leave this summer – so Spurs have moved quickly.
Tottenham have been after a new stopper with long-serving captain Hugo Lloris wanting to leave this summer.
They had targeted Brentford’s David Raya but with the Bees’ asking price of £40million proving prohibitive, they have now turned to Vicario.
Reports coming out of Italy have suggested Vicario has already agreed a five-year deal with the North Londoners.

Vicario has had two stellar seasons helping Empoli retain their Serie A status.
New Spurs boss Ange Postecoglou wants a goalkeeper who is comfortable with the ball at his feet and Vicario is understood to have worked on that area considerably of late.
The stopper has earned plenty of admirers at home and abroad for his displays – including from Champions League finalists Inter.

Vicario was born in Udine in North-East Italy and began his career with hometown club Udinese.

His route to the Premier League has been far from easy, having to work his way up the Italian lower leagues with the likes of Fontanafredda, Venezia and Perugia.
He finally reached Italy’s top flight with a move to Cagliari in 2020, but it was only when he joined Empoli on loan a year later that he became a Serie A regular, before turning the move permanent last summer.
Vicario is yet to earn a senior cap for Italy but was on the bench for the Azzurri for the Nations League finals this month.
Spurs’ former managing director of football Fabio Paratici, who resigned in April, was understood to be a big fan of Vicario.
Fans will be hoping Vicario proves far more of a success than the last Italian stopper recommended by Paratici in Pierluigi Gollini, who failed to make an impact when joining on loan from Atalanta the season before last. More

Villa’s latest kit primarily features their classic claret, with the shoulders and sleeves blue.
It is once again made by British brand Castore, who agreed a multi-year contract with the Midlanders at the start of last season.
The kit is the first to feature Villa’s new club crest.
Sporting a circular design, the badge features their trademark lion in its centre, with “Aston Villa” written above and the club’s founding year “1874” below – both in yellow typeface.

Villa began the process of designing a new badge in June 2022, with three options put to their season ticket holders and members last November.
Fans voted overwhelmingly for their new badge, with 77 per cent preferring it to an alternative – and only eight per cent opting to stick with their previous crest.
Villa also announced earlier today that they’d agreed a multi-year agreement for BK8 to be their new shirt sponsors.
The Asian betting firm will feature on Villa’s shirts, despite Norwich receiving a backlash for agreeing a deal with them two years ago.

Norwich quickly ditched BK8 following criticism that their advertising was “sexist” and described as “soft porn”.
Upon terminating the deal two years ago, the Canaries wrote in an official club statement: “The club and BK8 have taken on board feedback from its supporters and partners, and after continued discussions we have agreed to immediately end the partnership.
“As a club, we’re proud of our place within the local community and our relationship with supporters around the world. We have worked tirelessly for a considerable time building relationships across a wide range of mediums and community projects.
“Whilst we anticipated some negative responses to the announcement of the partnership with a betting company, the club understands the reaction to BK8, their affiliates and other similar brands’ ways of marketing, the values of which do not align with those of the football club.
“On this occasion, we got it wrong. For that, and any offence caused, the club apologises.” More
