Eddie Howe’s side are one of several sides linked with Phillips, amid reported interest from Juventus, Everton and Crystal Palace.
According to The Telegraph, though, the Magpies are hopeful a loan deal can be agreed early in January.
Phillips has been made the club’s top priority ahead of the window opening on Monday.
Although, no bid has been made or terms agreed yet, with the Toon planning to open talks as soon as possible.

The report adds that Newcastle are looking at loan deals in January due to restrictions surrounding the Premier League’s profit and sustainability rules.
Any permanent deals involving a transfer fee could force the club into cashing in one of their star players.
Clubs have been left fearful of being slapped with a points deduction following Everton’s 10-point penalty in November for breaching Financial Fair Play rules.
Despite the restrictions, Howe is said to want both a midfielder and striker as well as a short-term deal for a goalkeeper to cover the injury to Nick Pope.

Phillips’ potential arrival would meet one of those requests, with the 28-year-old keen for a move.

However, with star man Son Heung-min set to temporarily leave Spurs in January to represent South Korea at the Asia Cup, the forward has been recalled by Ange Postecoglou.

Discussing his loan spell, Postecoglou said: “Good to get Dane back and obviously the loan didn’t work out for him at Ipswich, which is disappointing for him and disappointing for us because the reason we sent him out on loan was to get some game-time, rhythm and develop.
“It hasn’t worked out that way so made sense to bring him back.
“He is back training with us and becomes available from January 1st again.
“Then it is up to him. He will stay with us until the rest of the year and we’ll see how he trains and what opportunities may or may not come along, so we’ll address those situations then.”

Mikel Arteta lifts lid on Arsenal’s January transfer plans with five stars set to miss crunch West Ham clash

MIKEL ARTETA says Arsenal are prepared to dip into the January market after admitting he has several “exposed” positions in his squad. The Gunners boss is wary that the outlook of his group of players could change in the coming weeks and wants to act quickly should an opportunity arise.

Ahead of their Premier League clash at home to West Ham tomorrow night, with a chance to regain top-spot, Arsenal have five players missing through knocks and suspension.
Midfielders Thomas Partey (thigh) and Fabio Vieira (groin) and defenders Jurrien Timber (knee) and Takehiro Tomiyasu (calf) are out injured while Kai Havertz is serving a one-match ban.
Partey and Tomiyasu could return for Arsenal’s FA Cup third-round tie against Liverpool on January 7 before heading off to the African Cup of Nations and the Asian Cup with Ghana and Japan respectively.
Mohamed Elneny is also set to depart for potentially a month with Egypt at AFCON. Vieira is expected to return by the end of January, and Timber by mid-February.
    READ MORE ON ARSENAL
Arteta and technical director Edu have several gameplans in place to deal with gaps both in midfield and defence, but could be reliant on a big sale to fund any incomings – or focusing on the loan market – due to concerns over FFP after heavy spending last summer.
Aaron Ramsdale has been linked with move to Newcastle and Chelsea after being replaced as No.1 by David Raya, but Arteta has previously stated he wants to keep him this month.
And when asked about the January window, as Arsenal prepare for another hotly-contested title race, Arteta explained: “We are really short.
“We have positions that we have been very exposed in for the last six weeks and hopefully we are going to get players back. In what condition and when?

“That’s a question mark and as well because we have some long-term injuries still for certain players that give us a lot of versatility and that’s an issue.
“We have certain targets, ideas if things happen. As well, we don’t know how the squad is going to look in two weeks’ time and you have to be always prepared for that.
“But it is a very, very tricky market that shifts quickly and it is quite unpredictable as well. You have to be prepared. We will be prepared and we will try to make the right calls.
“If there is something that we can [do to] improve the squad and that appears, and we cannot fulfil it with players here, we are always going to be open to do that because we want to be stronger.”
Arsenal spent a combined £210m on Timber, Havertz and Declan Rice in the summer window – and will soon fork out £27m to make loanee Raya a permanent deal from Brentford.
They were top of the Prem at Christmas for the second year in a row – having narrowly missed out on lifting their first title since 2004 last year to Manchester City. More

Man City closing in on Argentine wonderkid in £21million transfer – but fans won’t see him for at least a year

However, City have good relations with the Argentine club having done the deal to sign Julian Alvarez two years ago.
And they are willing to let Echeverri spend another year in his homeland on loan before moving over to England – just as they did with Alvarez.
The treble winners have been monitoring the youngster for some time but talks have stepped up since he starred for his nation at last month’s under-17 World Cup.
Confirmation of the agreement with City could come when the January transfer window opens on Monday.

Chelsea had previously been linked with a move for Echeverri, but he now appears destined to head to the Etihad Stadium.
The teenage midfielder has impressed for both club and country this year, captaining Argentina at Under-17 level.
He has scored 13 goals in 23 caps for the side, including five strikes in their run to the U17 World Cup semi-finals.
Echeverri has since reached six first-team appearances for River Plate, who won their 38th league title earlier this year.

Brentford 1 Wolves 4: Nathan Collins gifts former side two goals as Bees slip closer to relegation zone

NATHAN COLLINS endured a nightmare reunion with Wolves gifting his old club TWO goals as Brentford slipped closer to the relegation fight.Brentford’s club record signing, who joined in a £22million deal from Molineux last summer, made a complete hash of his return from injury.

Bees fans would have been delighted to see the defender back having been absent since November, but his former teammates were even happier by the end.
Collins handed Gary O’Neil’s men a goal in each half, looking like a prime playmaker by setting up Hwang Hee-Chan’s second strike and playing his part Jean-Ricner Bellegarde’s late finish.
Mario Lemina had opened the scoring in a chaotic first half in which Yoane Wissa grabbed Brentford’s only goal.
A fourth straight defeat leaves Thomas Frank’s depleted side just four points off the bottom three after five losses in their last six.
Frank was hoping he had “nailed it” when switching to a back four to try and cope with their shortages.
But most Bees fans will be praying that, just like their in-laws, they won’t see this shape until at least next Christmas.
The Bees boss had called for a fast start but his side were sloppy from the off.
Vitaly Janelt almost put Hwang’s low cross into his own net from just yards out, sparking three frantic minutes.

The Bees failed to clear the resulting corner and ended up shipping a cheap opener, leaving Lemina unmarked at the back post to make it two goals in two games with his header from Pablo Sarabia’s cross.
If the opener was cheap, the second just 80 seconds later was a disaster.
Collins went to play a simple pass back to his keeper, Mark Flekken, but did not put enough on the pass, allowing Hwang to steal in, round the goalie and collect his easiest goal of the season.
Brentford hit back almost immediately – bagging the third goal in three minutes as Wissa fired home from Neal Maupay’s smart ball over the top.
It brought instant relief and a shot of hope to a Brentford side short on confidence after their recent run of five defeats in their last six.
That feeling didn’t last long though.
Having almost got level when Janelt drew a good stop from Jose Sa from six yards, it wasn’t long before the Bees were trudging back to halfway once again.
And it was another goal Collins would not want to see back.
The defender sent a clearance up towards Wissa, who stood and waited for it to fall allowing Toti to nip in front and crash a header forwards.
Toti’s clearance fell to Hwang, who quickly spun and left Ethan Pinnock in a spin with a wonderful flick before restoring the two goal cushion with a clinical finish.
It was the finish of a striker in form and bursting with confidence, just the sort this Brentford side are missing with Ivan Toney still suspended.
A clinical striker is like gold dust in the Premier League, which made it all the harder for Wolves fans to watch Hwang hobble off with a back injury just before the break.
Brentford were much improved after a talking to, with Keane Lewis-Potter twice testing Sa and delivering a number of dangerous crosses which were not attacked by teammates – another shortfall Toney would address.
He won’t help out at the back, though, where Collins was still having a shocker.
With the game petering out, the 22-year-old decided to offer up some more entertainment by rolling another daft ball into the path of Matheus Cunha who raced forward and selflessly teed up Bellegarde to round off a perfect night for Wolves.
