It is a huge statement by Leicester who are prepared to back Rodgers as they prepare for Champions League football – and keep him happy.
Soumare, 22, has been on Premier League wish lists for a couple of years, but the price tag has put off all previous attempts to sign him.
Newcastle and West Ham looked but stepped back, while Tottenham and Manchester United have also been linked.
However, Leicester are serious about spending big and hope to clinch the deal immediately.
Soumare has been a key part of Lille’s title bid with the Ligue 1 leaders one point clear of current champions Paris Saint-Germain.
Having made a name for himself at Stade Pierre-Mauroy after leaving PSG as a youngster, he has aroused the interest of several teams.
Soumare has over 100 appearances for Lille and 12 for France Under-21s.
The midfielder rejected a move out of Lille in January and boss Christophe Galtier praised how the player has dealt with speculation over his future.

Madueke has chipped in with nine goals and eight assists in 19 games in all competitions, with his performances not going unnoticed.
According to the Daily Mail, Leicester have made an enquiry to sign the teenager, who is valued at around £15million.
Brendan Rodgers is claimed to be a long-time admirer of the forward having failed to sign him whilst managing Celtic.
But the Foxes aren’t the only team that are looking to securing Madueke’s services, with Serie A giants AC Milan also in the hunt.
Meanwhile Bundesliga outfit RB Leipzig are another interested party, along with Ligue 1 leaders Lille.
It has been stated that PSV are keen to keep Madueke at the Philips Stadion for one more year as they believe his price tag will soar.
PSV are in no rush to sell the former Tottenham academy star, who is tied down at the club until 2024.
Madueke joined PSV in 2018 after rejecting a contract offer from Spurs, while he even turned down an approach from Manchester United.

The player spoke to SunSport in December where he revealed how the club’s U19s coach Ruud van Nistelrooy has been honing his finishing.
He said: “Ruud helped me a lot last year, taking my game to the next level and now I am just trying to get better every day.
“I have always scored nice goals but I know I needed to score easier ones — being in the right place at the right time — striker-type finishes.
“Ruud has been teaching me how to get into those positions more and, being a Manchester United fan, I know he is the master of that.”

Having made a name for himself at Stade Pierre-Mauroy after leaving PSG as a youngster, he has aroused the interest of several teams.
Newcastle failed with a £35million bid for Soumare in the January of last year.
And Premier League outfit Leicester are the latest to make their interest known with just over a year left on his contract.
According to the Star, the Foxes are hunting down a deal worth around £30m.
Bolstering the side for Champions League football will be a priority for Brendan Rodgers’ side, if they qualify for the competition.
Sunday’s 3-2 defeat to West Ham left the team on the brink of losing their top-four spot, with similarities to last season’s collapse.

Soumare, who has over 100 appearances for Lille and 12 for France Under-21s, is also said to be catching the eye of United and Spurs.
Ole Gunnar Solskjaer could be preparing for a busy summer window with a new centre-back and striker hotly tipped to be arriving.
While Jose Mourinho have been linked with a surprise move for Marouane Fellaini amid their hunt for a midfielder.

The 6ft 4in Pools wonderkid almost joined Chelsea last season.
He has been with England’s youth set-up while spending time on loan at Blyth Spartans.
But SunSport understands a deal with the Foxes is close.
Sunderland-born Young came through the youth academy at National League-leaders Hartlepool to earn his pro contract at Victoria Park.
He would likely link up with Steve Beaglehole’s Under-23s set-up at Leicester.
And should Brendan Rodgers’ side secure Champions League football next season, Young may even get a chance in the U19s Uefa Youth League.
Kasper Schmeichel is the undisputed No1 at the King Power with Wales international Danny Ward his understudy.
Veteran ex-Hull man Eldin Jakupovic is the third-choice but has not made a senior appearance for the club since May 2018.

Polish Jakub Stolarczyk sometimes joins Schmeichel and Ward on matchdays as part of the warm-up.
However, 6ft 7ins American youth international Chituru Odunze, 18, was involved prior to the 2-0 defeat to Manchester City last week.
Finally, Daniel Iversen is being eyed as the natural successor to his Danish compatriot Schmeichel.
Joining the club in 2016, the 23-year-old is yet to play a first-team match for the East Midlanders but is earning his stripes with 110 senior appearances across four loan spells, currently with Preston North End in the Championship.

Centre-back Attila Szalai is a reported transfer target for Leicester City this summerCredit: AFP
According to Blikk via Sport Witness, the Premier League side are keen to get a deal over the line when the transfer market reopens this summer.
However, it is thought the East Midlanders are yet to make a formal approach.
The report adds the Turkish outfit would demand £21.5million for the 23-year-old centre-back.
That would eclipse the £18m RB Leipzig paid Red Bull Salzburg for fellow Hungarian Dominik Szoboszlai in the winter window.
Szalai joined Fenerbahce on a four-and-a-half-year, £1.7m deal in January from Cypriot outfit Apollon Limassol.
The ten-cap senior Hungary international has four goals and three assists in 32 appearances this season.
Leicester boss Brendan Rodgers has Jonny Evans, Wesley Fofana and Caglar Soyuncu as his favoured centre-backs this season.
Daniel Amartey and Christian Fuchs have filled in at the back while versatile defender James Justin is out with an ACL injury.

Filip Benkovic is out on loan and not expected to be part of Rodgers’ long-term plans while Josh Knight has impressed at Peterborough and now Wycombe.

The Foxes will spend in the next window but only want a couple of major captures.
And both potential transfers could be from Rodgers’ former club.
McGregor, 27, is under a long contract in Scotland, but that will not stop the Northern Irishman from trying to secure his services.
He wanted McGregor when he first left, but Celtic’s bid for ten titles in a row made that too difficult.
Now Celtic are starting again and Rodgers will look to try his luck.
McGregor has featured in 44 games in all competitions for the Hoops this term, where he has chipped in with four goals and seven assists.
The former Liverpool manager is also expected to make a £20million summer bid for French striker Odsonne Edouard.
Edouard is understood to have been identified as a long-term replacement for centre-forward Jamie Vardy.

Kelechi Iheanacho ready to sign new Leicester contract this summer and boost £60k-a-week wages with deal running out

KELECHI IHEANACHO has told Leicester City he is ready to sign a new long-term deal this summer. Thanks to the Brendan Rodgers factor.

The 24-year-old enters the final year of his current £60,000-a-week five-year-deal this summer and the Foxes want to tie their in-form hitman down on a lucrative new deal, following his recent outstanding form.
Iheanacho has been on fire, scoring seven goals in his last four games, including the crucial double against Manchester United which set up a Wembley FA Cup semi-final with Southampton.
That hasn’t gone unnoticed by rival clubs at home and abroad.
However SunSport can reveal the striker, who has been directly involved in 15 goals in 15 starts this season, has no desire to leave Leicester and is in it for the long haul as he looks to emerge as Jamie Vardy’s natural successor.
A source close to the striker says Iheanacho feels Brendan Rodgers has taken his game to a new level and is bringing out the very best in him.
And with the third-placed Foxes closing in on a Champions’ League qualifying place and FA Cup final, he feels he has a huge part to play in the club’s future.
One of the Nigerian’s close associates said: “He is happy at Leicester – that’s why he is playing so well.
“The future will take care of itself. Kelechi has another year on his contract but he believes the place where you play your best football – is the best place for you.

“Of course there is always interest in good players, especially goalscorers. But he wants to focus on his current form with so much still to play for with Leicester.”
Rodgers’ re-emergence as one of the most coveted bosses in the country will play a huge factor in Iheanacho’s desire to commit his best years to the Foxes.
Our source said: “The manager has helped him achieve the levels he is reaching now and has shown great faith in him.
“He has given him the opportunity to play regularly and Kelechi wants to repay that faith.
“He is happy, he has a good manager and a fabulous new training ground which shows the level of ambition at Leicester. But right now he wants to focus on finishing this season strongly.”
Iheanacho currently earns £60k-a-week but could expect to bump that up to £90,000-a-week as Vardy’s long term successor.
With money tight throughout the game, the £25million the Foxes paid to sign the Nigerian from Manchester City in 2017, is beginning to look like a bargain.
