However, his annual salary of around 170k-a-week remains a stumbling block.
The lucrative wage packet threatens to derail any deal to the Super Lig, even if it was only a loan move.
Icardi is not in PSG’s plans as new boss Christophe Galtier attempts to manage a host of superstar attacking options.

And Icardi is then competing for a position behind the formidable trio alongside Julian Draxler and Pablo Sarabia.
Man Utd are claimed to have enquired after the Argentine forward by making an “informal enquiry” to Nara.
But there has still been some backlash to talisman Mbappe after he sulked and gave up on a counter-attack when he was not passed to.
The Red Devils are desperately searching for a new goalscorer with Cristiano Ronaldo looking for a way out of the club and Anthony Martial sidelined by injury.

Mbappe was criticised by pundits and fans alike after a video clip appeared to show him stropping when he was not given the ball on a counter-attack during PSG’s 5-2 win over Montpellier.
To top it all off, Mbappe missed a penalty before Neymar stepped up and converted another later in the game, despite Mbappe’s pleas to take the second spot kick as well.
After the game, Neymar appeared to like a pair of tweets criticising Mbappe’s apparent role in the team as the main penalty taker.
The pair were scheduled to be hauled in by PSG to clear the air, but if new reports are accurate then this appears to have not provided the solution Mbappe was looking for.

AS report that as a part of his new mega-contract Mbappe would be given the opportunity to take all of the team’s penalties and have power over club decision-making in transfers and appointments.
However, the report adds Mbappe’s new-found power has caused a rift between him and some of his team-mates, leaving him feeling “isolated.”
The World Cup winner has also been left “disappointed” with the club failing to sell Neymar, a move Mbappe did not object to.
What will not be helping is Mbappe’s relatively slow start to the season.

Mbappe appeared to have a major sulk during his side’s 5-2 win over Montpellier on Saturday.
The 23-year-old stopped running on a counter-attack when new teammate Vitinha opted to pass the ball to another player.
And PSG fans slammed Mbappe’s efforts after the club handed him a mind-boggling new contract worth £507million earlier this summer.
Mbappe was also involved in a spat with fellow superstar Neymar, denying the Brazilian a penalty kick even though he’d already missed one earlier in the game.

After the match, Mbappe’s MOTHER claimed the issue is being dealt with internally, telling reporters: “Things are being managed internally, everything is going well.”
And Arsenal legend Thierry Henry defended Mbappe’s actions by claiming the forward has “nothing to prove.”
But former France and Chelsea star Leboeuf believes Mbappe’s behaviour was totally unacceptable, urging the forward to simply “play, shut up and run” in future.
Leboeuf told ESPN: “If I were Christophe Galtier, at the end of the game I would say to him: ‘Kylian, I love you, but what the hell are you doing?

“It’s a shame. I’m ashamed now because I adore him and I can’t understand it.
“He’s an example for the youth, he knows that and he should never have done that.”
Leboeuf also criticised PSG captain Marquinhos for failing to take a stand against Mbappe’s petulance, adding: “This would never have happened in the ’90s.
“If I did something like that someone would have walked up to me and said ‘who do you think you are?
