The Three Lions are expected to be ordered to play at least one match at Wembley behind closed doors as punishment for the fans’ rampage at the July 11 final.
But without convictions in court, no banning orders can be issued.
So all who shamed the country are free to continue following the national side home and away.
The lack of action heaps more pressure on Met chief Dame Cressida Dick.
Force figures show there were more than 150 arrests for disorder during games in England.
Of those, 19 were charged and 26 issued with cautions or penalty notices for disorder.
A further 104 have been released under investigation or bailed.
But just one person has been convicted so far.
We can also reveal just one Met officer was at a Wembley safety meeting before the security shambles at the final.
The force said: “We refute any claim that our representation at these meetings underestimates our commitment to keeping people safe and mitigating disorder.”

Manchester United and England star Jesse Lingard bought toy cars for his daughter Hope
Stars to have treated their children to one include Manchester United and England winger Jesse Lingard, 28, and Southampton and Republic of Ireland striker Shane Long, 34.
Jesse bought three-year-old daughter Hope an electric, scale model of Jaguar’s E-Type.
It has a personalised number plate, a top speed of 15mph and a plush carpet interior, as well as hand-stitched leather seats.
Her toy is the same price as the sporty full-size BMW 5 Series parked on the drive of Jesse’s luxury home.
The thrilled footballer even posed in the grounds of his home and handed over a personalised United shirt to the manufacturer as a thank you.
The motor was the icing on the cake following days of celebrations for Hope’s birthday.

Jesse threw two parties for her and shared snaps online with his fans.
One included a Disney Princesses bash for Hope and her pals, attended by entertainers dressed as her favourite movie characters.

Polish hooligans joined with Hungarian yobs in far-right alliance to viciously attack cops at England match

Fifa, the FA and Scotland Yard have all launched an urgent investigation into the worrying scenes which marred the opening ten minutes of England’s 1-1 qualifier draw with Hungary.
The ugly confrontation, in which police were beaten back with kicks and punches, prompted fears about the Three Lions’ next home game against Albania.
It is believed racist thugs from the two Eastern European countries allied in protest at England players taking the knee.
One former Polish hooligan, who would not be named, said: “The Poles bought tickets en masse and if you look at the footage, you can see slogans relating to Polish hooliganism on their backs.
“One was wearing a jacket representing Zaglebie Sosnowiec, another had a LKS Lodz jacket on and another was wearing a balaclava with a Polish flag on the front of his hoodie.
“I saw a Fighting Anchor, a Polish resistance logo, too. This is what they do, the two countries travel around Europe together to these games with notoriety and cause trouble.”
Polish fans later boasted on social media how they had, “joined forces with their Hungarian brothers to chase the dogs from their Wembley home”.
Another fan added: “There is a long-standing right-wing alliance between Hungarian and Polish fans.

“They are united by religion and they are totally opposed to any form of diversity.
“The same thing will happen again next month when Albania visit Wembley. I guarantee it. It will be a high-risk match.”
Questions were yesterday being asked as to why the Met Police seemed to be so quickly overwhelmed and why they were not in full riot gear.
One former riot squad officer told The Sun: “Given the reputation of the Hungarians, I was surprised to see how lightly equipped and dressed officers at the ground were.”
Cops were attacked after arresting a Hungarian fan accused of racially abusing a steward.
Tory Party co-chairman Oliver Dowden described the clashes as “deeply disturbing”, adding: There’s clearly still an underlying problem with racism in football.”

It also has a bar, huge indoor swimming pool, a hot tub, plunge pool, steam room and his ’n’ hers changing rooms.
The ex-Man United star’s grounds boast landscaped gardens, a garage and stables.

And the pad features a guest toilet so they do not use the couple’s own downstairs loo — as well as separate lifts for family and visitors.

Cristiano Ronaldo got a £50,000 cryotherapy ice chamber shipped to his rented mansion to keep fit

CRISTIANO Ronaldo has had a cryotherapy ice chamber shipped to his new home to help him keep fit for matches, The Sun can reveal. The 36-year-old Man United striker spent thousands of pounds having the £50,000 ice bath transported from Italy to his rented mansion.

It can apply temperatures as low as -200C to help treat and rehabilitate human tissue.
For a whole body treatment, Portuguese star Ron would have to wear mitts before clambering into the body-sized capsule.
At that point, liquid nitrogen would be pumped in to the air surrounding the cylinder to cool down the world-beater’s body.
Users can spend a maximum of five minutes in the chamber. Any longer could pose a serious risk to health. But advocates of the treatment believe it boosts blood circulation and improves the immune system. It is also thought to decrease fatigue and help injuries mend quicker.
Fitness fanatic Ronaldo first started using the apparatus in 2013 while he was playing for Spanish giants Real Madrid.
A source said: “Ronaldo is meticulous in how he looks after his body and will do anything to gain an edge.

    ‘Number one priority’
“It wasn’t an easy feat getting the cryotherapy chamber transported from Italy to Cheshire, but he’s happy now it’s here as it will aid him in his post-match recovery routine.”
The source added: “Bringing it to the UK was one of his number one priorities as he knows how demanding the Premier League is and he wants to ensure he remains at the peak of his physical fitness.”
Other footballers who favour the treatment include Ronaldo’s United teammate Marcus Rashford, 23, and Gareth Bale, 32, who was in the same Real Madrid team as Ronaldo.
Leicester City’s stars also used cryotherapy machines when they won the Premier League in 2016.

Among A-list fans are James Bond star Daniel Craig, 53, Hollywood actress Jennifer Aniston, 52, and Take That singer Gary Barlow, 50, who immersed himself in a cryo-chamber ahead of his 2018 solo tour.
Speaking at the time, the former X Factor judge joked: “Someone said to me, it was probably my son, that Ronaldo never goes on the pitch unless he’s had cryo. The problem is I am so gullible, I believe all this.”

Cristiano Ronaldo’s sexual assault case sensationally recommended for DISMISSAL by judge

A JUDGE dramatically recommended that a lawsuit against Cristiano Ronaldo by his rape accuser be dismissed last night. The Manchester United winger, 36, who returned to Old Trafford in August, has fought off Kathryn Mayorga’s civil case – two years after a criminal probe against him was dropped.

His lawyers attempted to get the lawsuit thrown out, alleging her attorney got his hands on hundreds of pages of stolen correspondence between Ronaldo and his team.
The ‘Football Leaks’ documents were allegedly hacked from the Portuguese forward and his representatives, before being passed to her legal team.
US Magistrates Judge Daniel Albregts agreed last night and concluded lawyers for Ms Mayorga had erred when they got hold of stolen documents.
Peter Christiansen, Ronaldo’s lawyer, said last night: “We are pleased with the Court’s detailed review of this matter and its willingness to justly apply the law to the facts and recommend dismissal of the civil case against Mr Ronaldo.”
Ms Mayorga alleged Ronaldo had sexually assaulted her in a Las Vegas hotel room in 2009.
Her initial claim against Ronaldo was originally settled out of court in 2010. She received a £375,000 lump sum from the ex-Real Madrid footballer.

    ‘Past pain and suffering’
However, in 2018 she re-launched her civil case in a bid to have her initial settlement overturned. She argues the original deal was signed under duress.
She wanted £18million for “past pain and suffering”, a further £18million for “future pain and suffering” plus another £18million in punitive damages.
But Ronaldo’s legal asked for the lawsuit to be dismissed, claiming Ms Mayorga’s lawyers secretly gave stolen papers to police in Las Vegas, to try and get the case re-opened.
They claim lead attorney Leslie Stovall failed to disclose hundreds of documents relating to the police investigation, hacked by the Football Leaks site.
In his recommendation last night, Judge Albregts said: “The court cannot parse out which facts in the complaint come from Mayorga’s own independent recollection and those which come from the Football Leaks documents.
“There is no possible way for this case to proceed where the Court cannot tell what arguments and testimony are based on these privileged documents.”
The allegations of sexual assault against Cristiano Ronaldo cannot be proven beyond a reasonable doubt. The Clark County District Attorney’s office, in Las Vegas
Ms Mayorga’s representatives have 14 days to appeal the ruling. They were contacted for comment last night.
The Clark County District Attorney’s office, in Las Vegas, announced in 2019 that it would not prosecute him.
In a statement, it said: “Based upon a review of the information presented at this time, the allegations of sexual assault against Cristiano Ronaldo cannot be proven beyond a reasonable doubt. Therefore, no charges will be forthcoming.”

Footie ace John Stones’s girlfriend causing controversy by reposting anti-vaxx messages online

THE partner of England football star John Stones is causing controversy by reposting anti-vaxx messages online. The revelation comes after The Sun revealed on Saturday that at least five Three Lions’ players have refused to have Covid jabs.
England football star John Stones’s partner Olivia Naylor is causing controversy as she reposted anti-vaxx messages online
She wrote ‘Perfectly spoken’ in response to a post featuring basketball ace Jonathan Isaacs who said that natural immunity would protect him
It is feared the reposting by beauty clinic boss Olivia Naylor — who has 45,000 Instagram followers — will dissuade others from having the vaccine.
She applauded a recent post featuring Orlando Magic basketball ace Jonathan Isaacs, 24, who declared that natural immunity would protect him from the virus.
He said: “I understand the vaccine would help if you catch Covid and you’ll be able to have less symptoms from contracting it. But with me having Covid in the past and having antibodies, with my current age group and my fitness level, it’s not necessarily a fear of mine taking the vaccine.”
He added: “It does open me up to the albeit rare chance but the possibility of having an adverse reaction to the vaccine itself.
“I don’t think being unvaccinated means infected or being vaccinated means uninfected. You can still catch Covid with or without having the vaccine.”
Wag Naylor responded by writing: “Perfectly spoken”.
