But he has only started three times so manager Mauricio Pochettino could be open to letting him leave.
He is wanted by the Clarets once more and could join Vincent Kompany’s side on loan.
Chelsea already have seven players out on loan – Romelu Lukaku, Hakim Ziyech, Kepa Arrizabalaga, Diego Moreira, Angelo, David Datro Fofana and Gabriel Slolina – which is the maximum allowed by Fifa.
However since Maatsen is categorised as an Under-21, he does not fall under the Fifa limitation.

The left-back is also attracting interest from Borussia Dortmund who are understood to be plotting a £30million transfer.
Chelsea could be keen to cash in to help ease financial fair play pressures.
Conor Gallagher could be sold to Tottenham for similar reasons, with Todd Boehly likely to re-invest the earnings into yet more signings.
Maatsen’s contract expires in 18 months and there has been no talks over an extension.

According to reporter Fabrizio Romano, the Blues join Man Utd in the race to sign 23-year-old Todibo.
But the two clubs will no longer have to face Tottenham as the report claims the deal has “collapsed” between the North London club and the Ligue 1 star.

Tottenham tried to grab the two-cap France international but they could not agree on a move and are now forced to look elsewhere.

Forgotten Chelsea star ‘to have Premier League loan RIPPED UP as Newcastle enter race for January transfer swoop’

Santos, 19, has failed to make an impact at the City Ground since his move from Chelsea at the start of term.
The Brazilian midfielder cost the Blues £11million last January from Vasco Da Gama.
But the midfielder was sent out on loan to Nottingham to earn more game time this term.
However, he has only made two appearances for Forest and the Blues are not happy as they are expected to cut his contract this month, Nizaar Kinsella from Standard Sport claims.

And despite a “huge competition” of midfielders at Chelsea from Moises Caicedo, Enzo Fernandez, Conor Gallagher, Romeo Lavia and Lesley Ugochukwu, the youngster could return.
As CaughtOffSide’s Ben Jacobs reported, “The Blues can break the loan arrangement should Santos fail to reach a certain number of appearances by January”.
And Jacobs claimed Newcastle have reignited their interest in Santos.
The Rio de Janeiro-born star was strongly linked with a move to St James’ Park before he made the switch to Stamford Bridge in 2023.

After losing 4-2 to Liverpool on Monday night, Howe’s side has been sliding down the Premier League standings in the past few weeks.
The Magpie’s interest in Santos is said to be “long-standing” and the Englishman could do with midfield reinforcement as Sandro Tonali is suspended until next season.
Newcastle has also been linked with forgotten Manchester City star Kalvin Phillips, who only has two starts for the European champions since joining for £45million 18 months ago. More

Chelsea’s forgotten man Hakim Ziyech ‘risks having loan deal RIPPED UP’ after only playing nine times in five months

HAKIM ZIYECH could see his spell in Turkey come to an end after just a handful of games. The forgotten Chelsea star was loaned out to Galatasaray in the summer after falling out of favour at Stamford Bridge.
Hakim Ziyech could have his loan move brought to an early end in JanuaryCredit: Getty
Since arriving in Istanbul things haven’t gone to plan for the 30-year-old with injuries and a lack of form impacting his game time.
Ziyech has featured just just nine times in the league this season and has started only six of those games.
And now Turkish outlet NTV Spor have reported that the former Ajax man may see his time with Galatasaray come to an end in January despite his contract lasting until the end of the season.
They cite his “ineffective” performances as one reason that the Super Lig club could end his loan deal in the winter window.
    READ MORE ON CHELSEA
Ziyech has contributed four goals and two assists in all competitions for the Turkish giants, but it appears as though that may not be enough to keep his place in the squad.
If he was to be sent back to Chelsea it’s unlikely he would be any use to Mauricio Pochettino with The Blues already trying to shift him on a number of times.
On top of that the London outfit already have a bloated squad as they prepare to offload a number of academy graduates in order to re-balance the books this January.
For now Ziyech will have to shift his focus away from club football and on to his national team instead.

Speaking about his involvement in January, Pochettino said recently: “It’s obvious that the head coach, coach or manager is crazy to think he won’t be involved in any decisions for the future in my area.
“Of course, we will share with the owners, the sporting director and I cannot conceive the idea of not being involved.

Bungling Chelsea spent £2.03million EVERY DAY on transfers in 2023 – only to go backwards in Premier League

THE STAGGERING cost of Chelsea’s transfer spend over the past 12 months has been revealed – but things have only got worse on the pitch.Todd Boehly and Clearlake have forked out over £1BILLION on new additions since they took over the West London club in 2022.
Todd Boehly forked out a mega £755.6m on transfer fees over the past 12 monthsCredit: Richard Pelham / The Sun
Despite transfers costing the club £2.03m EACH DAY in 2023 things have got worse under Mauricio PochettinoCredit: Alamy
That output failed to make any sort of impact at the start of the 2022/23 campaign.
Chelsea started 2023 sitting ninth in the Premier League table under Graham Potter.
And they had amassed a tally of 24 points from their opening 15 matches – that gave them an average of 1.6 points per game.
That led to another splurge last January, with Mykhailo Mudryk signed in a deal that could reach £88m and Enzo Fernandez arriving for a potential total of £110m the two biggest recruits.
    READ MORE ON CHELSEA
But things did not get much better for the Blues as Potter was eventually axed, and after Frank Lampard returned as interim, they eventually ended the season in 12th.
That was their worst Premier League finish since 1993-94, which made it their worse ever in a 38-game season.
However, the arrival of Mauricio Pochettino as boss in the summer and a host of other new additions brought renewed optimism.
There was £173m spent alone on midfielders Moises Caicedo and Romeo Lavia, signed for £115m and £58m respectively, while big-money was dished out in attack.

Christopher Nkunku joined for £56m while Nicolas Jackson cost £30m, but the strikers have only produced ten goals in all competitions between them.
Cole Palmer, who will potentially cost a total of £42.5m, has argubarly made the biggest impact since he signed from Manchester City.
The 21-year-old attacker has scored ten – including a brace in yesterday’s 2-1 win at Luton Town.
But despite ending 2023 with three points, Chelsea are actually doing WORSE with regards to their position in the Premier League than they were 12 months ago.
Poch’s side go into 2024 in tenth place – one place lower than this time last year – with 28 points from 20 matches.
That gives them an average of only 1.4 points per game so far.
Not by any stretch does that make good reading for Boehly after he spent what could turn out to be £755.6m in total on new signings since January 1.
And he will be expecting a huge upturn in results after their huge transfer outlay ending up costing Chelsea £2.03m EVERY DAY throughout the past 365 days.
CHELSEA’S 2023 TRANSFER OUTLAYHere’s how Chelsea splashed the cash over the past 12 months:
January window (including loan fees and add-ons) – £329.9m
    David Datro Fofana (£10.5m)
    Andrey Santos (£11m)
    Benoit Badiashile (£35m)
    Joao Felix (£9.7m loan fee)
Mykhailo Mudryk (£62m initial, £88m total)
    Noni Madueke (£35m)
Malo Gusto (£26.3m initial, £30.7m total)
Enzo Fernandez (£106m initial, £110m total)

Chelsea boss Mauricio Pochettino has put plenty of trust in Gallagher and he has started all but one Premier League game this season.
The 23-year-old has also captained his boyhood club 13 times in all competitions under Poch.
And following the news that he could potentially be leaving Stamford Bridge, Carragher launched an attack on the Blues’ transfer strategy.
The Sky Sports pundit tweeted: “Gallagher has been Chelsea’s best player this season along with Cole Palmer.
