Maatsen spent last season on loan at Burnley in the Championship and boss Vincent Kompany is said to be keen on borrowing him again this term.
West Ham are also reportedly considering a loan option for the left-back as a further addition to squad after the imminent signings of Harry Maguire and James Ward-Prowse.
The Dutch defender played a huge role in Burnley’s promotion last season, making 39 league appearances, bagging four goals and registering six assists.
Maatsen has only featured in one competitive game for Chelsea during his five year spell with the London club.

He played just 24 minutes for The Blues back in 2019 during their 7-1 thrashing of Grimsby Town in the EFL Cup.
He has however played a big part in the club’s pre-season tour where he featured in friendly matches against the likes of Borussia Dortmund and Brighton, and even scored against the Germans.
Despite catching the eye during the tour, Chelsea could still be happy to let him leave with the club trying to trim down their inflated squad.
They have already seen exits for big name players such as Mason Mount to Manchester United and Kai Havertz to London rivals Arsenal.

CHELSEA face a heavy fine and possible points deductions from a Premier League investigation into financial affairs during the Roman Abramovich era.Uefa last month announced the Blues had been fined £8.6m under new owners Todd Boehly and Clearlake after the club reported a number of financial transactions between 2012 and 2019.

It has now emerged that the scrutiny uncovered payments adding up to millions of pounds to offshore companies.
And while Uefa’s punishment was the end of the matter for Nyon chiefs, a full Prem probe is now under way with serious punishment potentially down the line.
Among the payments covered by the inquiry include at least one to a player’s family.
Uefa’s statement confirming the punishment declared it was for “instances of potentially incomplete financial reporting” under the previous ownership.

It is understood that payments to as many as six offshore companies, linked to player transfers, are now being investigated with the belief that they were not registered with the FA, Prem or Uefa.
In 2018 the “Football Leaks” document dump suggested Chelsea had paid Sten Christensen, father of Danish defender Andreas, more than £656,000 over four years as a “scout” following the player’s 2012 arrival from Brondby.
Chelsea and the Premier League declined to comment.
Boehly and Clearlake took over the club in May last year after Abramovich was sanctioned by the UK government.

The new ownership has so far spent £768.7million on transfers since taking over – with a particular emphasis on signing young players with a high upside.
It is unclear yet how, or indeed whether Premier League sanctions will affect Chelsea’s ability to further splash the cash this summer.
Their latest signing, centre-back Axel Disasi arrived from Monaco for £38.7m last week.
The off-field news will come as a further blow for Chelsea fans after new-signing Christopher Nkunku was ruled out for three months with a knee injury.
The forward has thoroughly impressed in pre-season and was looking set to be a talisman for Mauricio Pochettino’s young squad.
The Blues will kick off their Premier League season at home to Liverpool this Sunday. More

Arsenal have been long-term admirers of the Valladolid right-back, even agreeing a deal to sign him back in January.
The transfer never materialised, though, but the Gunners have revived their interest this summer.
According to Sport, Chelsea are also now in the race to sign Fresneda and are set to submit a bid.
Barcelona have already had a bid rejected for the 18-year-old, with a follow-up offer being prepared.

Borussia Dortmund have also been chasing a deal during the current window, having joined Arsenal in agreeing terms earlier in the year.
Fresneda, who previously spent four years in Real Madrid’s academy, enjoyed a breakthrough season last term.

Several clubs – including Manchester United, Paris Saint-Germain, Bayern Munich and Chelsea – have expressed an interest in signing him, but Napoli’s £150m asking price has proved to be a stumbling block.
However, Al-Hilal are now willing to go all-out for him.

The deal is said to be worth around £34.5m-a-year for five years.

The Blues welcomed Christopher Nkunku to Stamford Bridge in June after reaching a £52m agreement with RB Leipzig.
However, the Frenchman suffered a serious meniscus injury last week, meaning he is now expected to be unavailable until Christmas.

Chelsea close in on £18.3m signing of Brazil wonderkid as Thiago Silva gets in touch to push transfer through

CHELSEA and Monaco are locked in a tug of war over Brazilian striker sensation Deivid Washington. The Blues are keen to pay an initial £18.3million for the striker, 18, with his club Santos ready to cash in on a Chelsea offer for the second time this summer after selling Angelo Gabriel for £13m.

Washington and his family prefer a move to England, even though it is expected the striker would then be off to Strasbourg on loan for this season rather than being integrated into Maurico Pochettino’s squad.
But Monaco, who have a Brazilian sporting director in Thiago Scuro, are refusing to give up the hunt and are set to try to outbid Chelsea.
Despite that, Chelsea are in the box seat.
Washington is represented by agent Giuliano Bertolucci, who also took Angelo to Stamford Bridge – although he is already poised for a loan move to the Ligue 1 sister side.

Sources close to the Washington family confirmed they want the move to England despite concerns about his young age.
However, they will NOT kick up a fuss if Santos agree a fee with the French club.
Both Angelo and defender Thiago Silva have been in touch to “sell” Chelsea to the player.
Chelsea may have to pay an excess to land the youngster, though, as Santos own only 70 per cent of his rights with other investors having a 30 per cent share.

Prem and FA rules mean Chelsea will have to buy the full ownership for the deal to be ratified.
The Blues would be buying potential rather than proven goalscoring, although the 6ft 3in striker has also been targeted by Real Madrid, city neighbours Atletico and Borussia Dortmund.
Washington has scored just two senior goals in 16 appearances for Santos, although he led the line for Brazil in the recent Under-20 World Cup and was a consistent scorer at youth level.
His potential sale has infuriated the Santos fans, whose anger increased when he was left out of the squad for Saturday’s match with Atletico Paranaense.
Washington told his family: “I am out of this game. Orders of the President of Santos!” More

Palace are not keen to do business with Pochettino’s side for Olise after a rather inactive transfer window at Selhurst Park.

And the Argentine tactician needs a new striker to spearhead his attack.
Vlahovic appears like the likeliest candidate and could cost £40m this summer.

And according to RMC Sport, the star has now agreed personal terms with Chelsea.
The Blues have approached Crystal Palace with a £26m offer.
But Chelsea’s initial bid will most likely be rejected given the player’s £35m release-clause.

The midfielder – who won the club’s Player of the Year – is currently sidelined with a hamstring injury picked up during this summer’s European U21 Championships.
But Mauricio Pochettino is keen to sign the England-born Frenchman after selling Kai Havertz, Christian Pulisic and Hakim Ziyech this summer.
He would become Chelsea’s seventh summer signing following Robert Sanchez, Christopher Nkunku, Nicolas Jackson, Axel Disasi, Lesley Ugochukwu and Angelo Gabriel.
