According to the Daily Mail, Tottenham are in talks over an 18-month loan deal for Fernandes.
Jose Mourinho is keen to bolster his midfield after Moussa Sissoko was ruled out for three months with a knee injury.
Fernandes has not played in Benfica’s last seven games as he has reportedly fallen out with manager Bruno Lage.
The 21-year-old, who has been with the Portuguese side since 2009, has a huge £102million release clause in his contract.
But Benfica are aware that they will have to accept a much lower fee if they are to offload the out-of-favour star.
Chelsea have reportedly made an 18-month loan offer to the club with an obligation to pay £55million.
Fernandes remains on Manchester United’s radar after the club considered a move for him in the summer.
West Ham are also in the running after they allegedly agreed a deal in principle to sign Fernandes last week.
It is understood that Lyon and AC Milan have also made their move – but Fernandes would prefer a move to the Premier League.
