Atletico Madrid are leading the race to sign the 32-year-old with the striker keen to play under Diego Simeone.
However, Ligue 1 champions PSG are keen to sell the forward this month so that they do not lose him for nothing in six months time.
According to El Chiringuito, Premier League pair United and Arsenal, as well as Inter Milan, have all registered interest in the ex-Napoli star.
It comes after growing uncertainty about Pierre-Emerick Aubameyang’s Gunners future, despite the Emirates skipper insisting he is committed to the club.
And United are desperately searching for a striker in the winter window, having lost out on signing Erling Haaland and Mario Mandzukic in the January sales.
Similarly Chelsea are in the market for a scorer, with Frank Lampard keen to take the pressure of Tammy Abraham.
The Blues have already had a £35million bid rejected by Lyon for Moussa Dembele, and Cavani is thought to be another option for Lampard.
Despite the competitive interest for Cavani – who has 198 goals in 292 PSG appearances – Atletico are said to be on the verge of agreeing a deal for the player.
The La Liga giants are said to have met with PSG’s sporting director Leonardo and providing they match the offer from rival clubs, the striker is theirs.
