It is understood a number of other top European clubs including Juventus and Inter Milan are also after him.
Kulusevski was available for just £8.5m last summer, before he was sent out on loan from the campaign.
But he is now rated at more than £40m, as Atalanta look to cash in at the end of the season.
Some of the Premier League’s top sides have sent scouts to watch him in recent weeks, including United and the Gunners.
The 19-year-old’s agent is believed to have already met clubs over a transfer before the Euro’s next summer.
Kulusevski came through the academy at Atalanta, after moving over from Sweden in 2016.
He has made 13 appearances for Parma in Serie A so far this season and scored three goals.
Despite interest in him, the player has conceded he is happy at Parma and isn’t thinking about a move away in the New Year.
He said: “I’m fine at Parma, I’m happy to be here, I’ve found the perfect club.
“The market? I’m playing well, so it’s normal to write about other clubs, but I don’t think about (a January move) because I have an annual deal with Parma.”
