Huddersfield are in pole position to get McAtee with Swansea in the mix as well.
But Gers are hoping to hijack those moves and persuade City boss Pep Guardiola the youngster would benefit more from a stint in Glasgow.
The Europa League finalists tried and failed to bring McAtee north in January last season.
However, after their European heroics — and with the possibility of the Champions League in the new campaign — they are hoping City will have a change of heart.
McAtee is highly regarded by the Premier League winners and was recently handed a bumper new three-year deal.
Rangers are anxious to get new faces on board ahead of next week’s training camp in Portugal.
They have landed John Souttar from Hearts and handed extended deals to several established stars, including Connor Goldson.

They have also been linked with Israeli superkid Oscar Gloukh, although Maccabi Tel Aviv have immediately stuck an £8million price tag on the 18-year-old playmaker.
But Gers’ hopes of having Antonio Colak join them at their Algarve base next week have hit a snag as PAOK sit tight until they get a replacement.
PAOK legend Filotas Pellios reckons they should sell Colak now.
The Croatian international striker is currently in the Netherlands at PAOK’s training camp and is due to play against Groningen in Wenum- Wiesel in a pre-season friendly today.
However, former Greek international defender Pellios — who won the title and cup with PAOK — believes they should get rid of 28-year-old after he only scored two league goals in 15 games last season.
Pellios said: “PAOK definitely need new blood if they are to challenge for the title this season. I believe the squad is too old too.
“We desperately need a new striker. Colak should leave. If there is an opportunity to sell him, we should take it as soon as possible.
“PAOK needs a player who scores goals and he doesn’t score enough.”
