An offer has reportedly been lodged and talks are set to take place between the parties.
Rose, out of contract at the end of the season, fancies a move abroad to kickstart his career.
The 30-year-old has not featured for Tottenham since December 2019 after being frozen out by Jose Mourinho.
He spent the second half of last season on loan at Newcastle.
Trabzonspor have recent history of signing players from England with Chelsea midfielder Lewis Baker and Stoke striker Benik Afone currently on loan.
The Turkish club sit seventh in the Super Lig standings – a disappointing campaign after finishing second last term.
Rose is currently Tottenham’s longest-serving player having joined from Leeds in 2007.
A string of loan spells followed before establishing himself as a regular in the 2013/14 season.

He fell out of favour when Mauricio Pochettino was replaced as manager by Mourinho in the early stages of last season.
Amazon’s All or Nothing documentary captured a heated exchange between Rose and Mourinho over his lack of minutes.
He said: “I believe in myself in that I am Tottenham’s best left-back and I can’t watch centre-backs and right-footed centre-backs play in my position.
“It’s a slap in the face basically.”
Rose sealed a loan move to Newcastle after the chat and made 13 appearances but a permanent deal did not materialise.
The 29-cap England ace was not handed a squad number by Tottenham upon his return and has been training with the Under-23 squad.
