French source Foot Mercato claims the two clubs are locked in talks over a possible move.
Spurs are keen to sign the 32-year-old on loan until the end of the 2020-21 campaign.
But an official agreement has not yet been reached between the two clubs.
Mourinho tried to sign Perisic while he was in charge of Manchester United.
He came close to completing a £45 million deal to sign the Inter Milan star in 2017.
But the move failed to materialise and Perisic continued his career in the Serie A.
After missing out on Perisic, United signed Alexis Sanchez from rivals Arsenal.
But Mourinho reportedly admitted he would have much preferred to sign Perisic.

Perisic has been with Inter Milan since he joined them from VfL Wolfsburg in 2015.
The Croatian ace was shipped out on loan to German giants Bayern Munich last season.
He returned to Inter in the summer and has made 21 appearances for them this term.
Perisic has chipped in with two goals and three assists for Antonio Conte’s side.
But Spurs could face competition from Manchester United for Perisic’s signature, with Ole Gunnar Solskjaer said to consider a new winger as a top priority.
