The North London club felt their initial bid of £12.9m plus an extra £2.6m in add-ons would be enough to clinch the 22-year-old.
But Bologna are holding out for an extra £1.5m for Tomiyasu, taking the price to £17.2m, according to Sky Sports.
If the White Hart Lane side agree to pay the inflated fee they should have nothing else stopping them from getting their man.
The ex-Sint-Truiden player is reportedly keen to move to England and his wage demands are said to be relatively low.
Tottenham see him as the perfect candidate to boost their shaky defence ahead of the new Premier League campaign.
Tomiyasu, who’s won 23 caps for Japan can play as right back but Spurs want him to remain central for them.
The only issue for Tottenham is that Tomiyasu has been chosen to represent his country at the Olympics.
This would cause his to miss a few of the club’s opening games when the new season begins.

He will become one of new Tottenham boss, Nuno Espirito Santo’s first signings at the club if Bologna and Spurs can agree on the transfer fee.
Ex-Wolves boss Santo was unveiled as their new manager yesterday evening and promised to make the fans proud.
He said: “My promise is to you, we’re gonna make you proud.”
