According to La Lazio Siamo Noi, Moro has attracted the interest of the Premier League club.
The 18-year-old started his career in the famed Barcelona academy but did not make a first-team appearance for the Spanish giants.
Moro joined Lazio in 2019 and the winger made his Serie A debut as a substitute against Juventus last season.
The Spain Under-18 international has yet to feature in the league this season but this has not stopped interest in the rising star.
Moro has reportedly been targeted by the Blues and other European clubs including interest from Italy.
The teenage attacker has caught the eye with his pace and trickery among his best attributes.
Chelsea could be ready to add to their squad during this month’s transfer window.
