Salah is set to be called up for home-and-away African Cup of Nations qualifying clashes with Togo on March 23 and 31.
And SunSport understands El-Ganainy is optimistic the 27-year-old will agree to become one of three over-age players in the squad heading to Japan this summer.
El-Ganainy said: “We are working in the deal with Salah about his participation in Tokyo 2020.
“He will be in Egypt for a few days for the international duty, and we will take a decision with him.
“I think we are close to announcing because all the parts want Salah to be with the Egyptian team.”
Liverpool boss Jurgen Klopp says he has not yet been contacted by Egypt chiefs about their Olympic preparations and schedule.
The German is not keen to lose his star man in pre-season given the tournament takes place between July 22 and August 8.
Salah played for Egypt at the London 2012 Olympics but the country did not qualify for the Rio 2016 Games.
