A FIFA loans clampdown to prevent clubs “hoarding” players is set to be agreed in the next few weeks.
World chiefs announced in September they had agreed draft proposals that will have a huge effect on Prem sides like Chelsea.

The Blues have infamously used the loan market as part of a long-term transfer strategy.
From next season, under the plans that are set to be put into the Fifa rulebook, clubs will be limited to eight international loans of players aged 22 or older.
But that number will be reduced over the following two seasons so that by 2022-23 the limit will be six loans out.
Fifa have insisted the new rules are designed “to prevent player hoarding”.
Chelsea currently have no fewer than 13 senior players out on loan to foreign clubs, including Victor Moses, Alvaro Morata, Davide Zappacosta and Tiemoue Bakayoko.
Under the new rules, with squads limited to 25 players, Chelsea face being forced to sell surplus players or pay them NOT to play.
A Fifa spokesperson confirmed: “Proposals were endorsed by the football stakeholders committee last September.
“These proposals are currently being developed to be turned into regulations.”
