Former Paris Saint-Germain and Sevilla boss Emery refused point blank to consider the Goodison Park job after Marco Silva was given the sack just over a week ago.
He is believed to be waiting for the right offer to return to management at the top level.
Two Chinese clubs contacted Emery but he turned them down flat, according to Spanish media outlet Marca.
Having won three Europa League titles with Spanish club Sevilla, plus the Ligue 1 title at PSG, Emery will only move to a club that he feels has a strong chance of winning silverware.
Emery was replaced by interim boss Freddie Ljungberg at Arsenal.
But the Gunners are pushing on with their pursuit of a new manager.
The club have been linked with former Chelsea boss Carlo Ancelotti, ex-Juventus chief Max Allegri and Man City No2 Mikel Arteta.
The likes of Manuel Pellegrini and Rafa Benitez have, or are, managing in China where millions are on offer for experienced bosses, especially those with Premier League experience.
However, it is thought that Emery would prefer to stay in Europe.
Arsenal pulled the trigger on his 18-month reign after a miserable run of one win in nine games as they drifted towards the relegation spots.
