Muriqi has eight goals in 23 national appearances, including one against England in Kosovo’s 5-3 defeat in September.
According to media outlet Milliyet, as reported by Sport Witness, Spurs have made several previous checks on the 25-year-old this season.
Manchester United and Bournemouth have also shown interest in the 6ft 4ins forward.
But Spurs boss Jose Mourinho has moved to the head of the queue after having spies watch Muriqi in Fenerbahce’s Super Lig clash with Genclerbirligi last Friday.
The frontman impressed once more, scoring twice in a 5-2 win.
Fenerbahce value Muriqi at around £18million.
A July signing from Super Lig rivals Caykur Rizespor, he is under contract until 2023.
However, the Istanbul club may be tempted to take a quick profit on their star man after a disappointing campaign so far.
The 19-time champions currently lie fifth in the table, outside even the Europa League places and five points off leaders Sivasspor.
