Perez has spoken to Fifa president Gianni Infantino to outline his vision that would include two separate leagues with 20 teams in each.

It would also mean there would be a promotion and relegation format that is designed to bring through huge amounts of revenue.

Plans have been drawn up to begin the new format after 2024 that would cause huge disruptions in domestic leagues.

Clubs from Europe’s top five leagues would be involved including England, Spain, France, Italy and Germany.

Encouraging teams to join the new system will prove a challenge but they have been told their revenues will double, according to the New York Times.

It would also spell the end of the Champions League which already brings in huge amounts of cash for Uefa.

Infantino is keen to go ahead with plans because it raises the prospect of bringing in even more cash.

Fifa have said in a statement: “One of the FIFA president’s duties is to listen to stakeholders’ perspectives about relevant topics for football.

“FIFA believes that an open and constructive dialogue between different members of the football community is essential to find the right balance and the best solutions for the future of the game.”

Infantino has already given the green light to make the Club World Cup a 24-team tournament from 2021.

It will be the first under the new format and will take place in China with six confederations involved.

Arsenal and Bayern Munich have so far strongly denied their involvement for a breakaway league.
