Bulut was asked about the transfer following his side’s 2-1 win over Alanyaspor on Thursday.
The Fenerbahce coach confirmed Ozil’s next move will be decided in a matter of days.
He told Bein Sports: “Mesut Ozil’s situation will become clear in the coming days.
“Mesut’s name is very common. It is not possible for me to make a comment before he comes.”
According to football.london, Ozil will hold talks with his agent today to make a decision.
The German World Cup winner, 32, has not played a single match for the Gunners this season.
Mikel Arteta decided to leave him out of both his Premier League and European squads.
Ozil is now free to talk to clubs abroad as he has entered the final six months of his £350,000-per-week deal.

Arteta has also claimed that Ozil’s future will be decided in the next few days.
He said: “I don’t know what is going to happen. Obviously now he’s free to negotiate with other clubs.
“We will discuss internally what the best situation for him is for the near future, obviously with the player and the agent too, and try to find the best solution for everyone.”
Pressed on whether Ozil could stay beyond January, he added: “I’m saying we will decide what’s happening in the next few days.”
