But he is also one of the favourites to take over the Championship’s bottom club.
And Chelsea boss Lampard said: “John is destined to be a manager.
“He has been working very well alongside Dean Smith at Aston Villa for the past few years.
“He will have been learning a lot but what John knows and his experiences in the game will be huge and I know that from playing alongside him.”
Wayne Rooney is the current caretaker boss of struggling Derby who have won only one game in all competitions so far this season.
Lampard, 42, managed County and took them to the 2019 Play Off Final before taking over at Chelsea that summer.
He and Terry sat next to each other on the plane for every Champions League away match they shared to underline their close relationship.
Lampard said: “I know what he has to offer. It’s a great opportunity potentially for him if it’s true.
“And for Derby I have a lot of affection for them from my time there which was a short one year but I know what a great club it is, what great fans they have.
“The feeling there is in the city there is for the club. And I know John will be a young, hungry ambitious manager whether it is at Derby or wherever opportunities come his way.
“But John will be a fantastic coach in my opinion.”
