The 29-year-old midfielder only has a year left on his contract with the Bundesliga champions and is looking for a new challenge.
He has already informed Bayern he wants to leave with Liverpool chief Jurgen Klopp keen to bring him to Anfield.
And his manager Flick has urged him to head to England, telling Bild: “Now he wants the new challenge, in my opinion it should be the Premier League.”
The German powerhouse will not stand in his way and will allow him to go this summer, only if they receive the right offer.
Speaking to Bild, Rummenigge said: “Regarding Thiago, it’s known that he told us he wanted to do something new.
“If a club approaches us that is willing to pay a fair transfer fee, we will work on it.”
Liverpool are not believed to have tabled an offer yet for the ex-Barcelona ace with the two clubs way off in their valuations.
Bayern want £30million, while the Reds are not currently willing to splash out that much.
Klopp is a long-term admirer of Thiago and referred to him as one of the league’s “great” players while he was still managing Dortmund.
Thiago also holds ambitions of playing in the Premier League and allegedly remains hopeful a switch to Merseyside can be completed.
Meanwhile, Sky Sports’ Kaveh Solhekol claims the transfer is not looking likely.
He states the Reds are not looking to strengthen their midfield.
With the likes of Fabinho, Naby Keita, Georginio Wijnaldum, Jordan Henderson, Alex Oxlade-Chamberlain, James Milner and the emerging Curtis Jones, Klopp already has plenty of options to choose from.
