On August 27, 2021, Palmer received his first call up for the England Under-21s.
He managed to score a goal on his debut in a 2–0 win over Kosovo in 2023 UEFA European Under-21 Championship qualification.
On June 14, 2023, Palmer was included in the England squad for the 2023 UEFA European Under-21 Championship which they went on to win.
