Odegaard, 22, has also been linked with Manchester United.
And the Norway international, who was just 16 years old when he joined Real, wants out of the Bernabeu due to a lack of minutes this season.
Odegaard wasn’t even included on the bench for Real’s Copa del Rey clash with Alcoyano on Wednesday – even though they named one LESS sub than their lower league opponents.
And Arsenal have now thrown their hat in the ring by making a formal proposal to Real.
Arteta wants to sign Odegaard until the summer, which will then give the playmaker and Real more time to decide his long-term future.
The LaLiga champions are reportedly ready to give Odegaard a loan move this month after playing him in just nine matches.
The midfielder believes he deserves more minutes after starring on loan at Real Sociedad last term, scoring seven goals in 36 games.
Should he end up at Arsenal, Odegaard would likely fill the role left by ex-Real Galactico Ozil.

The German has announced he will be joining Turkish side Fenerbahce on a free transfer, even though Arsenal are yet to confirm the deal.
Arteta left Ozil out of his Premier League and Europa League squads at the start of the season.
And the Gunners have come under fire from fans and pundits for lacking a central creative spark so far this term.
However, Emile Smith Rowe has recently stepped up to the plate with some brilliant performances.
And should Odegaard join fellow Real man Dani Ceballos at the Emirates, he may not be guaranteed regular minutes week in, week out.
