West Ham have been long-term admirers of the Wales ace but Moyes’ men have yet to lodge a formal bid.
Stoke want £10million for the 29-year-old, who has Premier League experience with Liverpool and Swansea and a contract with the Potters until 2022.
European clubs also have an interest in the midfielder but the 56-cap star is keen to remain in the UK ahead of Euro 2020 this summer.
He tried to play down rumours over his future.
Allen said: “There’s nothing as far as I’m concerned.
“There’s a big job to do here at Stoke and we’re halfway through the season.”
But Potters boss Michael O’Neill conceded: “If a club comes in for players between now and the end of the window we have to evaluate each situation as it comes.
“We know the quality that Joe has. The rumours have been circulating for some time and we can’t control that. We don’t want to lose anyone.”
