And that figure could rise to a stunning £15m if they are promoted.
The offer will give Hull a dilemma as it almost matches their asking price if their rivals make it to the Premier League.
The Tigers want around £20m for Bowen but there have been no takers at the price.
His contract runs out in the summer but they can exercise a clause to keep him for a further year.
Bowen is also fancied by Newcastle but Steve Bruce has yet to commit to a bid. Other Premier League clubs have looked closely without offering cash.
Leeds are looking at taking players on loan with a promotion clause in this window that turns them into full time buys.
The Yorkshire club tried this approach last season with the likes of Dan James when he was at Swansea.
The Elland Road outfit have lost Eddie Nketiah and Jack Clarke as their loans have been reviewed and are keen not to be left short.
