But the Coronavirus shutdown has hit Spurs harder than most clubs in the Premier League – and SunSport understands the boss now believes he will have little if anything to work with during the transfer window.
It has led to him planning for the new campaign, whenever it begins, with the belief he will be working largely with the same group of players he inherited when he took over from Pochettino in November.
And that could spell frustration for star striker Harry Kane who recently admitted he may have to look for a move elsewhere if Spurs cannot satisfy his hunger to win trophies.
Mourinho has been kept well informed of the financial difficulties the club are going through since the lockdown of the season.
The London club have £637million of loan liabilities with a monthly wage bill in excess of £10m, and there is no spare cash around to cover for the collapse in income.
A return to match action will at least save the club their TV money – but if games are being played behind closed doors it would see them miss out on matchday revenues in excess of £5m per fixture.
So Mourinho is realistic enough to know that there is little point going to Levy to ask for a large transfer fund because there is simply no money left.
It is one of the reasons why he has been eager to work with players like Tanguy Ndombele during the shut-down, knowing he has to get the best out of the £70m midfielder who has struggled in his first year at the club.

One option available to the 57-year-old would be to sell to generate funds, but there are few unwanted players left in his squad who could realise huge sums.
And that was before the Covid-19 pandemic crippled football clubs around the world, something which could have a major impact in lowering transfer fees.
Mourinho would have no intention of selling top stars like Kane or Heung-min Son to finance spending – leaving him planning to make do with what he has for next year.
