Versatile Holgate — rated at £14million by the Toffees — has made 12 appearances this season.
But the 23-year-old faces a fight to stay in the Everton team with Seamus Coleman set to return from injury.
Sheffield United chief Chris Wilder has identified him as a key target as he looks to build on an impressive season so far.
Bournemouth are also interested as they brace for bids for Nathan Ake.
And Magpies boss Steve Bruce is scouring the market for British players.
Holgate, who can play both right-back and centre-back, has a deal at Goodison Park until 2022.
Much will depend on who replaces Marco Silva as boss but Everton could decide to cash in.
David Moyes remains the favourite to take over having been linked since before the Portuguese coach was sacked.
Recently dismissed by Napoli, Carlo Ancelotti is also said to be in the running while former striker Duncan Ferguson takes caretaker charge.
