Silva, 33, would have spent 10 trophy-laden years at the Etihad at the end of this campaign.
Pep Guardiola would not stand in Silva’s way of the exit door if he wants a final swansong elsewhere with reports of a move back to Spain.
But the Independent write how Inter Miami want to steal a march and make him the face of the new club.
Co-owner Beckham is determined to bring in a big-name signing to market the club and help land a flurry of reputable signings.
The club are also situated in a Hispanic-speaking community and Silva’s arrival would further boost their profile.
Some of football’s biggest names including Beckham, Zlatan Ibrahimovic, David Villa and Steven Gerrard have spent the twilight of their careers playing in the MLS.
Silva has played 414 times for City, winning 10 major trophies, and has started 13 of City’s 17 league games this season.
Inter Miami make their league debut next March meaning Silva would miss the first three months of the season.
Their biggest signing so far has been the arrival of 19-year-old Argentine left winger Matias Pellegrini for £7.3million from Estudiantes.
